Delhi Bars Out-of-State Vehicles Below BS-VI Standards This Winter
From November 1, Delhi will bar outside-registered vehicles below BS-VI standards until January 31. The Delhi government says electric, CNG and essential-service vehicles are exempt. Fuel stations will also refuse fuel to vehicles without valid pollution certificates. The entry ban is part of a winter plan running through February 28.

A vehicle registered outside Delhi and built to an emissions standard below BS-VI will soon be turned away at the city’s borders. The ban starts November 1 and runs through January 31. Electric, CNG and essential-service vehicles are exempt. It is the latest addition to Delhi’s winter pollution measures, as the capital’s air remains poor. 4
The entry rule is part of a wider plan that runs until February 28, 2027. Delhi will also require fuel stations to refuse petrol, diesel, CNG or LPG to vehicles without a valid Pollution Under Control certificate. Checks will take place at 500 pumps using number-plate cameras. The city’s air quality reached the poor category this week, prompting the Commission for Air Quality Management to start the first stage of its emergency plan across Delhi-NCR. 49
That poor air matters beyond a hazy commute. Fine particles can reach deep into the lungs, worsen asthma and put extra strain on the heart and blood vessels, doctors told a source covering the health risks. Children, older people and those with breathing or heart conditions face particular risks. The new vehicle rules aim to cut traffic emissions, while other steps target dust and waste burning. Delhi’s pollution has causes beyond traffic: construction, industry, weather and crop-residue fires can all add to the problem. 18
Traffic rules will tighten further from November 1, when parking fees at municipal sites are due to double and government staff are expected to work from home under separate measures. A full ban on dust-heavy construction is planned from December 10 to January 20. From November 1, enforcement teams and fuel stations will have to apply the vehicle and certificate rules. 24
