Delhi rolls out winter pollution plan with 50% WFH and construction bans

A green dawn finds Delhi brimming with new rules. A city worker eyes a bus, while a station clerk logs PUC readiness numbers as the winter plan takes shape¹⁸. The plan, announced after a high level meeting chaired by Union Minister Bhupender Yadav and Chief Minister Rekha Gupta, imposes a 50% work from home rule and staggered office hours from November 1 to February 28^9,12.

Construction dust and outdoor civil work face a phased ban starting November 1, culminating in a complete ban from December 10 to January 20^27,21. Vehicle moves shrink as non BS-VI outside vehicles are restricted and a No PUCC No Fuel rule tightens, with fuel sales limited to vehicles holding valid PUCC certificates^1,5,11. Parking fees double at authorized sites, except DMRC managed spaces, to push people toward public transport^28,21.

The plan also maps a 37 hotspot focus and a push for faster enforcement at the street level through ANPR cameras at fuel pumps and road dust cleaning drives^7,4. The aim is to curb vehicular, dust and industrial pollution before air quality slips into the poor and very poor ranges, with NCR coordination urged to tackle cross-border sources^7,15.

The government expects these measures to cut traffic peaks and encourage a switch to cleaner transport, while essential services stay open and exemptions cover health, power and water needs^12,18. By late February, the plan ends or pivots depending on air readings, with next steps laid out in future reviews and possible adjustments^8,19.
