EU Adds 1,569 Russia Sanctions Listings, Targeting Weapons Suppliers
The package adds 1,569 listings against Russian military suppliers and company chiefs, with more than half tied to ballistic missile production. EU foreign policy chief Kaja Kallas said the measures aim to make weapons production harder and costlier. The listings freeze assets, bar EU funding and impose travel bans on named individuals.

More than half of the EU’s 1,569 new sanctions listings are tied to the supply chain for ballistic missiles Russia uses in its war against Ukraine. EU foreign policy chief Kaja Kallas said the package would make weapons production harder, slower and more expensive. The bloc formally adopted the measures on Monday, its largest single expansion of sanctions listings since Russia began its full-scale invasion. 16
The missile supply chain includes 826 Russian companies and 743 people who serve as their chief executives, according to the EU. The companies supply parts for missiles, drones and aircraft, including electronics, radar, navigation equipment, explosives and ammunition. The EU says they appear on Russia’s own list of military industry firms, which qualifies them for state subsidies. The package also sanctions 77 people accused of taking part in, organising or running elections for Russia’s State Duma in occupied Ukrainian territories. 69
The EU sanctions list includes nearly 4,600 entries, including the new targets, Russian officials, companies, banks and people linked to oil shipping. Listed companies and individuals face frozen assets, and EU citizens and firms cannot give them money or other resources. Listed individuals also face travel bans. The measures target suppliers the EU calls the core of Russia’s defence industry, aiming to restrict access to parts that help keep weapons production going. 611
The effort now reaches firms with a combined annual income of at least €20 billion and more than 250,000 employees, according to the EU. Separately, the 77 people targeted over elections in occupied territories include 74 candidates and three members of Russia’s Central Election Commission. EU foreign ministers approved the sanctions in Luxembourg on October 12, and the legal documents have been published in the EU’s Official Journal. 69
