Four NC Lawmakers Join Omar Abdullah’s Jammu and Kashmir Cabinet
Four National Conference lawmakers joined Chief Minister Omar Abdullah’s cabinet, filling its legal limit of nine. Lieutenant Governor Manoj Sinha swore in lawmakers Ali Mohammad Sagar, Shameema Firdous, Mir Saifullah and Altaf Kaloo. Independent minister Satish Sharma was dropped; coalition ally Congress stays outside government. Omar Abdullah will assign portfolios, determining ministers’ administrative responsibilities.

Four newly sworn-in ministers bring Jammu and Kashmir’s cabinet to its legal limit of nine. Lieutenant Governor Manoj Sinha administered their oaths in Srinagar on Tuesday. The ceremony brought a striking contrast: four lawmakers gained seats at the table, while National Conference MLA Abdul Majeed Larvi said his heart was “burning” after being left out. He said he had expected a place in the cabinet until Monday evening. 12
The new ministers are Ali Mohammad Sagar, Shameema Firdous, Mir Saifullah and Altaf Kaloo, all National Conference lawmakers from the Kashmir Valley. Chief Minister Omar Abdullah’s government had been in office since October 2024 with six ministers, including the chief minister, and three seats unfilled. Sinha swore in the four at Lok Bhavan, with party leaders and officials attending. Independent minister Satish Sharma was dropped in the reshuffle. The change brings the council to its legal limit under the 2019 reorganisation law. 1510
The nine-member limit makes the appointments more than a change of faces: every ministerial seat is now filled, leaving no room to add another member without a vacancy. The picks also favour experienced party figures. Sagar has won seven Assembly elections, while Saifullah has served multiple terms; Firdous and Kaloo are also elected representatives. But the choices left two senior NC lawmakers publicly disappointed. Larvi said he still accepted the leadership’s decision and remained loyal to the party. Mubarak Gul said he had attended about 30 ministerial oath ceremonies without being selected. 13617
The reshuffle’s practical effects now depend on portfolios, which Omar Abdullah is expected to assign or change after the ceremony. Those decisions will show which parts of the administration the new ministers will oversee. Congress, an ally of the governing coalition, stayed out of the cabinet and said it would continue supporting the government from outside until statehood returns to Jammu and Kashmir. 1013
