Pentagon Sets 10-Year Framework for 850 F-35s
The Pentagon and Lockheed Martin set a 10-year framework for at least 850 F-35 jets, with Congress still to approve it. Lockheed plans to invest at least $7 billion and keep annual production at 156 aircraft. Congress must approve funding and multiyear authority before the companies can set final prices and delivery schedules.

At least 850 F-35 fighter jets are now covered by a 10-year plan between the Pentagon and Lockheed Martin, announced Thursday. The plan keeps production at 156 aircraft a year, including jets for overseas customers, rather than promising faster production. It is still a framework, not a purchase order, and needs congressional approval and funding before it can become a contract. 12
Congressional approval would unlock a package that goes beyond the aircraft. Lockheed Martin, the US defense contractor that builds the F-35, says it will invest at least $7 billion in the program. The agreement also covers initial spare parts, modification kits and long-term support for the global fleet. Pentagon acquisition chief Michael Duffey said tying financial rewards to performance should help manufacturers deliver faster and more reliably. 25
That support matters because a fighter fleet depends on more than the number of aircraft ordered. The F-35 comes in three versions and serves the United States and allied countries; Lockheed says more than 1,375 are already based around the world. The proposed deal aims to give the company and its suppliers steadier demand, making it easier to invest in capacity and cut supply delays. But the Pentagon has not shared the deal’s total cost or expected savings, and the announced production rate does not rise. 128
The next step rests with Congress, which is considering permission for multiyear F-35 contracts as part of the 2027 defense policy bill. Lawmakers must also provide the needed funding. If they do, Lockheed and the F-35 Joint Program Office will settle contract prices, schedules and terms before a formal award. Until then, the 850-aircraft figure describes a planned commitment, not completed purchases. 25
