Supreme Court Rejects Tamil Nadu’s Quota Plan for Converts
India’s Supreme Court dismissed Tamil Nadu’s appeal on October 15, leaving its 2024 order quashed. The plan covered converts from Backward Classes, Most Backward Classes, Denotified Communities and Scheduled Castes seeking certificates in seven notified Muslim communities. Former caste status alone cannot establish membership, so Tamil Nadu cannot issue certificates under the order.

A Tamil Nadu government order meant to let eligible converts claim reservation benefits will remain struck down after the Supreme Court dismissed the state’s appeal on October 15. The ruling concerns a 2024 plan covering converts from four groups: Backward Classes, Most Backward Classes, Denotified Communities and Scheduled Castes. The justices said a person’s former social status alone does not make them part of a listed Muslim community. 13
The 2024 order followed a dispute over Sameer Ahamed, who converted from Hinduism to Islam in 2015 and later sought a certificate naming him as a Muslim Lebbai. After a local official rejected his application, Ahamed went to the Madras High Court. In June 2026, the court struck down the state order, finding that conversion alone did not prove membership in one of Tamil Nadu’s seven listed Backward Class Muslim communities. The state appealed, and the Supreme Court upheld the ruling. 47
Those seven communities matter because Tamil Nadu’s reservation system links benefits to recognised social groups, not simply to religious identity. The state argued that people who faced social and educational disadvantage should not lose support just because they converted. The Supreme Court rejected the idea that disadvantage in a person’s former social group automatically carries over to a different one. It also referred to the 1950 Constitution order, which limits Scheduled Caste recognition to people who follow Hinduism, Sikhism or Buddhism. 213
That limit does not mean conversion alone proves membership in a Muslim group eligible for the state’s Backward Class quota. The court said a person must have the required link to a listed community; former caste status cannot simply provide it. The ruling leaves the March 9, 2024 government order struck down, so Tamil Nadu cannot use it to issue the certificates it allowed. 1015
